As a supportive mon, it's generally just largely outclassed. There's bulkier and more offensively threatening things with Knock Off, and better walls with shenanigans like Thunder Wave and Encore, while Tinkaton itself is lacking recovery. That's not to say support tinkaton is bad, and it packs a lot of role compression, but most teams that would want it tend to already have their bases covered.
