You feel confident enough in your skills to make something good on paper? Go for the iPad+pencil.
I don't recommend it until you're happy with what you can do on paper, but afterwards, it's honestly a pretty cheap and effective way to get into digital art and skip the drawing tablet phase. You can of course get cheap drawing tablets, but that requires a decent computer, relearning all the hand eye coordination required for a tablet, and a ton of all the technical issues and fidgety issues that just make em annoying, and all that extra time adjusting to a new system has been a massive turn-off to a lot of younger artists.
Skipping straight to a screen tablet like an iPad is honestly better for pretty much all professional work and more importantly, easier to learn. If you don't end up liking drawing, at least you have a good media and note taking device.
