Lucario looks cool, is a dog and has a recognizable Anubis-inspired design. Pushed hard early in Gen IV marketing and kept being visible past that. Showed up pretty regularly in the cartoon and usually gets to be an ace on teams or just do cool things.
Greninja has a sleek "cool" design, is a ninja which everyone thinks is cool, got the typical starter push but also appeared in Smash and was one of Ash's star Pokemon.
Zoroark has a cool design with a memorable gimmick. Got some focus in a movie before proper Gen V release like Lucario. Then the other things listed in this thread happened:
