Rosa or Serena are probably tied between 2nd and 3rd. Crystal is 4th while Sapphire is 5th. Then White is 6th, Platinum is 7th, Moon is 8th and Yellow is 9th.
Yellow is quite hard to tell since for all we know, she could bind her chest up as we always see her in that conservative clothing.
