The attack isn't the problem. Its the moveset.

It gets good normal moves, but the best flying move is aerial ace at 60bp. It gets no other coverage.

Swellow came from an era where 85 Attack was usable. Even from a PvP perspective you can just slap choice band on it.
Additionally most early birds historically are meant to be kinda bad, they're the counterparts to the rodent archetype.

Which even in gen 4, they left the rodent as a shitmon.

Hoenn has a lot of really cool shitmons, but Swellow isn't exactly the best example.

125 speed in Gen 3 was absolutely blazing, it'd be outspeeding nearly everything relevant. This was also before Choice Scarf, and the overall defensive capabilities of Pokemon weren't as high. 85 attack wasn't great, but it wasn't nothing, especially for a route 1 mon. Swellow wasn't exactly metagame defining, but it being UUBL wasn't exactly indicative of it being terrible.

If you want to pick out issues, things like Seviper, Mightyena, or Tropius are better picks. Great designs, and theyre all absolutely terrible.

Uubl is really bad gen 3. It only doesn't look bad because theres not enough pokemon for lower tiers. All it needs are good moves. Its got return and thats where the good news ends.

Compared to todays standards? Yeah. But it's still in the upper echelon of viable pokemon in Gen 3. Its not NU, or even UU. There's waaaay worse Pokemon, and ones thatd illustrate your point better, even in Gen 3's lower power level.

No, its a gimmick to give a greater impression of progression. Raticate, Pidgey, Spearow and the Weedle/Caterpie are all incredibly understated so its obvious that they wanted you to ditch them.
Spearows line is "quicker to develop" but less than pidgeys by the end(but Pidgey is a lost bit of investment because its still cucked by Dodrio). The bugs have godawful BSTs because they're level 12 evos.
Similarly Raticates niche is that it evolves quick, gets a super strong move and then falls the fuck off.

Its kinda screwy as this coexists with the starter idea, but the super early shit is blatantly built for early game.(outside of rare mons and mons that need to be used in later dungeons)

Zubat is like 25 minutes away and is a better flying type.

Skarmory is way farther away but is the best flying type in gen 3.

Crobat is barely better and takes significantly more effort to grab.

Obviously skarm blows the fuck out of any other flying types you can get early, but swellow is perfectly fine really.

To be fair, UUBL before gen 4 was kind of a weird thing. Some stuff in gen 2 or 3 UUBL would probably be perfectly balanced if they were actually allowed in their respective gen's UU.

It evolves in the mid game so it has mid game stats. This was back when gamefreak balanced the game like an RPG and not a PvP game. That said, it’s literally a fast normal type with guts and facade. 85 attack is plenty
