possibly because fan artists don't have the pressure that the official ones do
since the games are on a strict time limit and have to release with new designs every ~3 years, you have a set period of time to work on designs for and by the time you're done you're immediately forced to continue on a different set

whereas fan artists can easily spend years on one region, refining and revising, diluting the series' (old) design hallmarks into a fine set of guidelines to help them create designs that fit in with the aesthetic

it also helps that fakemon have been a popular and prominent thing for a LONG time now- it's been long enough that there are plenty of examples to draw from and stereotypes/beginner traps (in designing fakemon) to avoid, as well as established community pockets that are constantly formulating how to make the designs "better" and more in-line with the series and such

these fans have also grown up with the series for their entire lives and have a much, MUCH larger pool of official pokemon to draw from for a standard as opposed to the pokegod creators of yore who only had the first one or two batches to go off of

tl;dr: fan-artists probably have more time to make sure their designs look good and fit with the series, as well as much more reference material to take inspiration from or refer to when necessary
as opposed to the official artists who are probably crunched as fuck and being worked to the bone just for a first draft to get shat out the door for merchandising purposes

The problem is, all of those arrangements are simply that, repurposed and recolor.

Take for example the garchomp/noivern rippoff with the face of tyrogue. Or the blatant stances contrived from pokemon you know and love.

It's because Sugimori's taken a more hands-off approach after Gen 7, most notably letting Turner take the reigns for 8. There's definitely a stronger concentration of silly designs, and I think they realized that designing mons out of simple shapes makes them easier to model. Compare Tyranitar to Baxcalibur, the latter has a flatter and less defined look.
I was gonna post a comparison but I found pic related. Even the clickbaiting shills know the design is bad and ever so slightly touches it up.

Rarely do I ever see a design I hate in these fan made pokedexs. It's astonishing when compared to an official dex that I would cut in half. Although I must admit that I would be more critical if this was "real".
I would say the worst pokemon here are the regional birds.

I genuinely don't understand how people can act like there has never been a Pokemon art style. There's not fucking now anymore since they threw everything at the wall, but even as late as Gen 6 you had Pokemon like Dragalge, Avalugg, Espurr, and Barbaracle where, even if you disliked their designs, they still reasonably came off as Pokemon. Shit like Gholdengo no one would've considered a Pokemon untill Gamefreak slapped their made by label on it

I like most of these as designs but I don't think they really have the "pokemon style" at all. I'm not quite sure why but I think it's the faces. Pokemon usually have big eyes and simple faces even on otherwise detailed designs. A lot of these designs have highly detailed faces and the sprites don't emphasize the faces as much as pokemon sprites usually do.

The mollusk in row 8 column 5 compared to omastar I think is a good example of what I'm talking about. Omastar's sprites always put its face front and center and have its tentacles pulled back so you can see the face
