2 > 1 > 3 > 4 > 6 > 5 > 7 > 9 > 8

Is the most objective ranking of the games.

>2 is a true sequel that just improved everything from Gen 1, plus 2 regions, best ending, best music, and released during the late GB era (the most soulful era in gaming history)
>1 started everything, best monster designs to date, also extremely soulful, story that makes sense and isn't over-complicated, buggy/glitchy in a fun way
>3 was more of the same, but being too samey stagnated the series in the eyes of the public, ending Pokemania (but the games still stand up well if you ignore the 'culture')
>4 is where the very first cracks started to show, still good enough but some ugly designs here and there, and some bad decisions made in development like slow battles, surf speed, new evos being relegated to postgame
>6 took the first leap into 3D, but wound up a bit like Gen 3 in that it was again, a fairly standard Pokemn adventure, which wasn't enough progress at this stage
>5 started the new era of the games being handholdy, linear and brain-dead with any semblance of difficulty being surgically removed
>7 introduced long, unskippable cutscenes that interfere with the expected seamless gameplay experience that Pokemon usually has, also the beginning of the truly abhorrent new Pokemon designs
>9, while the right step forward, was rushed to market and is buggy/glitchy in a bad/disruptive way, and frankly the ugliest games to date
>8 was rushed to market unfinished, and the remainder of the game was then finished post-release and sold as DLC - the ultimate sin

If you're not being biased and were alive to experience the release of each game, this is as close as you can get to an actual ranking.
