Gen 1 ost was decent all around but had few standout tracks. Pokemon ost peaked at gen 2, remained solid in gen 3 and then started declining afterwards. The best battle theme in gen 4 is just a remix of the gen 2 lighthouse track. Gen 4 wild battle and trainer battle themes were offensively bland, and gen 5 was aggressively somehow even blander and more mediocre.

Masuda composed every battle theme Gens I - V. After that he composed less and less battle themes and other people arranged his compositions. Masuda was the best at battle themes because they were melody-driven. The new battle themes aren't bad per-se, but they are more forgettable because they rely on percussion and lack focus. It really is telling that the best battle themes in Gen 7 are the Trainer, Elite Four and Solgaleo/Lunala battle themes. Those were his own compositions.

The only generation with bad music is 6, because gen 6 can't do anything right. Gen 9 in particular has pretty good musicm
