- we know voltorb in its exposed state are not the size of pokeballs
- we know the pokedex says people do mistake them for pokeballs
- therefore it's only natural to assume the only possible way this can happen is if voltorb changes size when camouflaged
that's all it comes down to really, it's not rocket science
additionally we know that as far back as gen 1 pokemon canonically have shrinking abilities and as far back as the earliest anime pokeballs are depicted as expanding in size. (again, not saying you need to consider the anime as evidence, you can completely disregard this and the main point still stands. read above)
