Speculating out my ass here but I have a hunch the current paradox hydreigon was probably originally going to be more of a bomber jet similar to mega-mence but got reworked to just "hydreigon with lights! :D" due to ukraine/Russia shenanigans

They specifically have ZERO intentions of revisiting Gorochu, ever. That's why they openly told us about it to begin with. It's a scrapped concept and an interesting nugget of gen 1 development history.
