Gen 4 was the last throes of old school pokemon, even by then it was apparent they were running out of ideas which is pretty evident by how the infernape was a exact copy of blazikrn and torture exhibiting the same for venusaur.
And while Arceus might be the last truly relevant legendary since all the new shit since Gen 4 came out, he's still played a part in fucking up power levels to the extent that Mew/mewtwo having the DNA of every pokemon making Mew a sort of demigod which is perplexing compared to Dialga, Palkia, and Giratina who are portrayed as the actual demigods rather than Mew, or even Ho oh and Lugia for that manner.
