Your other options are Solrock and Lunatone, and the Fossils. The former two are a pair (And left for Tate&Liza) and the latter are a pair + supposed to be a mid-game "reward" and arguably used for Steven as part of his theming.

But really, where these games really drop the ball is the E4. It's like they deliberately picked the worst fucking types to use.
