Nobody said that. Quite the opposite in fact, the game even points out that Heath telling the truth indicates the time machine isn't real.

The point is that nobody but the professor believes Heath, as is pointed out multiple times in-game. Arven points out that the professor believed in it to make it a reality at the same time as pointing out the time paradox part of the story. The fact that a flat out stated imaginary Pokemon is going to be DLC just further proves that Heath was ultimately full of shit.
