can anyone help me find this hack, i keep thinking about it but i cant remember the name

it was a red and blue hack thay took place in a post apocalyptic kanto and it had some really cool gorey sprites. one of the ones i remember were jigglypuff and wigglytuff being covered in giant eyeballs
