But I chalk up ancient pokemon being unable to breed because they breed under intense environmental changes, like a humpback whale migrate to sub tropical areas to breed, to migrate to Antarctic waters as their feeding ground. Things that cannot be replicated or even exist in present times. (even though hyper training shows they are all coded as female)
And future paradox cannot breed because there is no need to breed if they can be repaired and taken care of by humanity entirely, being cyborgs more or less, they can't die. And being unable to breed, you cannot have people breed an army of world ending pokemon, they are finite, and highly valuable, if you have them, you have power, without, you are powerless.
But onto my takes on evolution theory.
Sandy shocks was a magneton that was sent back in time via a distortion, and had to survive, eventually running into threats, it found it could devolve into 3 magnemites, doing so increasing the chances that the smaller 3 magnemites could live. Slowly gathering metallic sands, possibly creating copies of themselves, which it then bonds with to make sandy shocks, and in doing so, made it more ground based than steel based for some reason. The only comparison i think of is an aphid that is born pregnant, and the baby is an EXACT CLONE of the parent, so why couldn't magnemite do that?
Scream tail, a jigglypuff that over time found that having babies that were very small (igglybuff) had greater chances of survival if they were very small, and could be hidden in dens and burrows. Or through the interaction with moon stones, found they could evolve into larger pokemon that had the ability to inflate, being more flexible, durable, and overall more imposing increased survival chances
