squirtle takes out the pewter city gym but squanders in cerulean city's gym, while charmander needs iron claw to survive pewter and drowns in cerulean
by that point you can get diglett for vermilion city's gym and it's smooth sailing

Charmander didn't even get metal claw until Gen 3, and in Gen 1 it was still a breeze because Onix's abysmal special meant you could brute force with Fire moves anyway.
