Yes this fucks over people who can't update the game, but those people already get fucked over by not being able to participate in events or DLC areas, so clearly everyone is okay with that.
Chapter 1: has the starters and first 3 gyms. enough to show everyone the new pokemon that pokemon company needs to released at the same time as the cards. But you can't catch them all yet.
Chapter 2: next three gyms, you can catch almost all the pokemon now.
Chapter 3: last two gyms + league
Chapter 4: Raid/ Raid replacement, Battle tower, Post game catching area.
Chapter 5: Bringing Popular past pokemon back: adds in pokemon "outbreaks" or "portals" ala hoopa to let you catch other gen mons.
Chapter 6: a last hurrah to the game, unlock a special battle tower mode where you fight every champion from the previous games, as double battle with your rival. You get to pick from one of three styles of team for the rival: support, attack, defense. Which will affect what mons he/she brings to back you up (aside from the starter which is locked to her starter).
