Meow is a decent pivot/Knock spammer/Donzo answer but it's just got a lot going against it right now. B rank doesn't mean "bad", it just means that it's decent, has a niche, but isn't fantastic.
Generally I'd describe the rankings as this
>S-rankTop of the metagame. These are basically on every team and play a huge part in influencing the metagame, often shaping it around them
>A-rankReally good. Not quite as good as S-rank but are good at what they do and generally find themselves on most teams.
>B-rankDecent. These Pokemon are just kind of "okay" in general. They have their niches, and they will find their way onto some teams (usually specific relevant archetypes like Screens/Stack/Rain/etc) and perform decently there. Their niches are ones that some teams will need, but not many. This is where you start running into "off-meta" or "counterpick" options
>C-RankNiche. These Pokemon, for some reason or another, are niche. They're not bad, but they're usually either restricted to very specific, off-meta archetypes (Sun/Trick Room/Stall), or can perform a more general niche (such as sweeper or revenge killer or wall), but are outclassed in most instances by other, more popular Pokemon. This is where most of the "counterpick" options lie
>D-rankBad/Hyper-niche. Just about everything here is pretty bad. Not bad enough to be unranked, but bad enough to nto be worth using outside of very specific team archetypes/builds.
