Gamefreak probably doesn't want to deal with children buying a pokemon game and being unable to make it past the tutorial because of the difficulty. That's their reasoning for having the main series be piss-easy.
There's also only so much they could do in an attempt to make the game more like Dark Souls. Having dodge rolls and everything is one thing, but they're not going to give you a sword to counterattack with.
They'd have to do something really weird, like letting you designate a small pokemon to have on your shoulder to zap opposing pokemon to soften them up for a catch or a proper battle, but that seems like a big undertaking in terms of animations. And even then, it's only going to really have depth if the opposing pokemon have interesting attack patterns that actually require using attacks and dodging and everything else.
Otherwise it'll still be like Legends Arceus where your primary method of interacting with wild pokemon is throwing things, and I don't expect Gamefreak to give you poisoned throwing knifes or have you huck rocks to hurt pokemon either.
