The lack of level scaling is one of the very best things SV did.
Let me be fucking under levelled. Almost no past pokemon organically allow for this, and only ever happened if you benched your pokemon for weaker ones for some reason.
But in SV you can easily end up in areas or challenges where you're significantly under levelled. And it's beautiful. Every other path the game teases you with higher level pokemon, and taunts you with whether or not you're strong enough for the challenge.
But on the flip side of things. For as long as it doesn't come at the expense of challenge or the possibility of being under levelled, being able to become over levelled is actually beautiful too and it's just another point in SV's favour for how it easily allows both to happen in a single playthrough.
I don't really get much the people crying over being over levelled for a third of the badges or so, when you still got more high level badge battles than past games would have provided you with anyway.
Stomping on some low or mid level gym leader at the end just makes you feel like the champion that you've become at that point. Which is also something the typical pokemon game doesn't allow for organically.
Why clamour for level scaling so hard? Level scaling genuinely terrible. Be it for Pokemon or elsewhere.
