Back on 2013 the Pokemon Origins special explained that Gym Leaders have different teams for the number of badges a trainer has.

So even if wild pokemon and trainers on Paldea didn't scale, the Gym Leaders there could have different teams which could be possible considering that there are in game "events", such as Nemona battles and meeting Elite 4 members that change depending on which gym you visit for you Xth badge.

I'm not trying to be negative or anything, but they did give a solution to the issue years ago.
