Both really. If a pokemon has a good design but isn't fun to use (or the other way around), it won't be a favorite compared to others that have both.

depends, probably both since I mainly play lower tiers and not ou but if a pokemon has absolutely fuck all then it's not that interesting to use. If a mon has something then it's a bit more interesting even if that something isn't very good.
