GameFreak refuses to make more pre-evos despite finally fixing baby Pokémon's major flaw.
GameFreak also refuses to have baby Pokémon introduced in the same generation as its evolution unless it's a shillmon.
What should have happened was to have the first stage be a singular maus that evolves into Tandemaus. Many Pokémon desperately need pre-evos and this is yet another case.

My headcanon is based on the XY dialogue that says Pokemon Eggs, strictly speaking, aren't really eggs. They're nests made to protect the young while they grow.
Maushold forgets to create an egg and thus the two children are underdeveloped and smaller. Or for the family of 3, one in case they didn't have good enough sex and/or let the other one die
