Pt Lucas is mentioned in BW and the Kalos group is mentioned in SM/USUM. Oh and RSE Brendan is mentioned by Norman in the Pokemon World Tournament in B2W2, so basically the only characters not referenced in other games are Ethan, Nate, Elio and Victor.

My guess is that they were planned as a special endgame battle via Memory Link at some point in development but it was ultimately cut for whatever reason, maybe not enough time/good idea to implement well. The base for it is in the files anyway.
