Remember, it's illegal to hack a game console in Japan, so I'd similarly discount Japanese claims, without actual supporting evidence.
>>52641166Legends was rushed, it had only two years dev time and that included conceptualisation work, as they were already a full year into SV's dev cycle when the second string finished the DLC and were sent to Legends. Its scope was far smaller and it was wholesale based off concept work done 20 years prior, almost (starting DP in 2002 for an initial 2005 release). Everything was all-new in SV and actually getting what they want to put in takes precedent over delaying just to please manchild autists who don't even buy the games or merch.
