Sad fact: Charizard has more full-art cards than Pokémon like the gen 5 starters and gen 6 fossils have in total. What's preventing them from making a VMAX card of Aurorus for example? Don't say that popularity is a factor in what Pokémon gets a card or not because pic-related exists.

Snom sure but Yamper and Inteleon had an advantage of being major players in the Anime (as far as Galar goes anyways) as well as being a starter in the latter's case so I think a lot of people would still vote for them.

On the other hand, I feel like Snom, Wooloo and Toxtricity wouldn't be anywhere near as high as they were nowadays

The anime was not even out outside of japan by the time this poll happened anon. It was VERY soon. It is unlikely Yamper would rank well now, and Inteleon being a starter gave it a early boost but now that people had time to ruminate and the fact that Hisui gave us better starters it will likely not rank well again.
