Game Freak wanted Pokemon to feel unique from one another and had NPCs make vague mentions of how even two Pokemon of the same species may be different, and how a properly-trained Pokemon is stronger than a freshly-caught one of the same level. But you were never *supposed* to know what was actually going on under the hood. Even now that they've made specific QOL-changes to max IVs and make EV training easier, they still try to obfuscate the actual mechanics behind "base stats" and judging.
