The real problematic terastal abusers are not the surprising ones. You know Dragonite is going to tera Normal. You know Annihilape is going to tera Water. You know Chi-Yu and Chien-Pao are going to choose one of their STAB's. You know Roaring Moon is going to tera Flying if it consumes booster energy, and tera one of its STABs if it doesn't.
Open tera doesn't make these mons less threatening. All it does is punish you for trying to think outside of the box and use less popular tera types.
Not that any of the other solutions are any better.
Banning STAB tera doesn't stop Dragonite and Annihilape. Or any defensive terastalization.
Banning non-STAB tera doesn't stop Chi-Yu and Chien-Pao.
One tera per team just reduces flexibility and forces you to only choose the most broadly applicable terastal users/types instead of keeping your options open. Making the game more centralized around the already good terastal users.
