I like the sentiment of making it SE against Water, but it has to be remembered that the most common users of Ice-type moves are Water-types. Unless you also severely culled the number of Water-types with access to Ice-type moves (which is almost all of them), that would just make Water even more centralizing, in the same way that the best answer to a Dragon was another Dragon.
>>52655367Water is already a soft check to Steel in many cases, plenty of Steel types are part Rock or Ground and Water resists Steel offensively for some reason. Making the Ice coverage that Water types are probably already running SE against Steel would be crippling, to the benefit of Water which is already one of the best offensive and defensive types in the game.
