frigo is a shitty nothing romhack that's just emerald (or maybe R/S, don't remember) with 2 fakemon put it and an important cave blocked off so you cant actually progress far. also they changed the weather to snow for the starting town.
one of the two fakemon is frigo, who you get from an old man in the oldale pokemon center. a Lv 7 pokemon pasted over articuno. it's just this (pic related).
the other fakemon is some rock pokemon you get from using rock smash like geodude, I can't find a picture of it online but I remember the background of the sprite wasn't properly transparent so it looked like shit.
Also frigo returns is just something people have heard of when looking at old romhacks, especially GBA ones that had cartridge versions floating around bootleg stores/game lots. the name catches peoples attention, usually making them think "who is frigo? where is he returning from?"
it's kind of just funny to bring it up and act like it's more than it is when really is just a nothing-romhack made by probably a child.
