I don't know when usage of the term started, but if I had to guess I'd say around the BW anime, since that was when Ash and Pikachu got a ridiculously blatant decrease in power level and skill out of nowhere. People were saying that they should have just made a new protagonist altogether instead of going for a soft reboot of the series.
I guess that's the same thinking that went into this decision. Since SV are so heavily based around a school setting, they couldn't come up with a way to realistically keep Ash around without it feeling like a massive copout.
