Koharu, despite getting FUCKING ZERO SCREENTIME in comparison, was a more compelling character that fit the concept of the series as a whole significantly better. She came to love pokemon after being indifferent, and she was given plenty of chances to grow as a character. She evolved from just the nagging daughter of the professor to a genuinely interesting character with an uncertain but bright future. Goh on the other hand remained the same, only really changing from a spectator to a side battler while staying entirely unchanged throughout the entire series.
