Why no Terrastalization for these?

So is there any in game explanation why the Team Star Admins don't Terrastalize their Pokemon? Is it because using the Starmobil? If so, why no Terrastalization in rematches?It's especially stupid since Penny does Terrastalize her Sylveon...

Tera Orbs are only granted to students that actually earned. These dropout losers didn't attend class and were on the verge of being expelled. Why would the academy reward failures like these losers with Tera Orbs?

Only select Trainers in the Paldea region are allowed to carry a Tera Orb. Giacomo had to give back his Tera Orb when he left the academy behind.
Plus they don't leave their camps, so they have no chance to refill the Orbs.
