Rule of thumb is this:
If anything for an unpopular typing or Pokémon is possibly OP, it's OP. If it's for a popular Pokémon or typing, it's balanced. That's how balancing for Pokémon works as it's all marketing.

Aurorus having Power Gem would be game-breaking while Kyogre doubling its STAB on Water Spout for brain-dead sweeps making Zacian look like a joke in comparison isn't. Kyogre can even have the Ground typing to counter Electric-type Pokémon.

Stone Edge having 100% accuracy wouldn't hurt in the age of power creep.

Also:
- Grounded Rock-type Pokémon absorb Stealth Rock upon switching in (Aurorus no longer weak to Stealth Rock)
- trim down the distribution of Aqua Jet, Bullet Punch, and Mach Punch
- Accelerock gets actual distribution
- Stealth Rock is exclusive to Rock-type Pokémon
- no longer weak to Ground

Power Gem getting actual distribution in gen 9 is nice but I honestly have doubts if Aurorus would be able to learn it.

That could work, although nowadays every single good team runs rapid spin or defog so dunno how useful it'd be. But yeah I'd say Rock Types biggest problems now are lack of good moves and not synergizing well with dual-types.

I love LOVE the rock giant trope in RPGs. There's nothing more kino and soulful to add to a natural and magical setting. I don't think Pokémon has enough of them, but Garganacl this gen is a good step in the right direction
