Since Kalos they had basically no intention to keep doing villain stuff. In Alola they lived more like fast food sellers than Rocket henchmen.
In Journeys they had like 2 or 5 at best episodes of them being BAD or just having something to do with Ash, even they supported him time and time again in all of his tournament battles.
C'mon they supported him against Leon instead of "Haha let's catch that Pikachu because OUR BOSS..."
Their only purpose was just to folllow Ash but, after that they have no goal and they will NOT appear in Paldea because they have NOTHING to do with the new characters.
Team Rocket was basically trying to leave but they didn't knew how to for years. When they left their Kalos mons to Giovanni they basically regret for doing that.
Fucking Giovanni's BS should just end in one of the episodes of this Ash final story special, like "Team Rocket is over" and then Jessie James and Meowth can live more like pals than like villains.
