Actually this makes sense considering that Professor Oak's Lectures always show him doing something to annoy the Pokémon he has. Probably yanked Pikachu by the tail or something and Pikachu never got over it.

To me, things point out at Oak catching Pikachu as a last resort to fill the 4 starters quota.
