It was originally meant to be a Fire Emblem crossover which I think any Nintendies were familiar with, so it makes sense. The Fire Emblem stuff was dropped until they decided to late crossover it with SMT.
And it could've been good, it should've been good. But it wasn't. And it didn't want to be good.

Fire Emblem was still very niche when Pokemon Conquest came out, FE Awakening didn't come out until a year later which made it popular in the west.

Fire Emblem was bombing back then, Awakening was a few years away and even that was seen as the series' last chance.
I have no idea why they'd go for Nobunaga's Amibition since the audience for those is way older and different than Pokemon's, but I guess it was the closest to a long running strategy game they could think of.

I forgot to mention that, I think that's the main thing they used to appeal to younger crowd. Nobunaga's Ambition's designs tend to be more historically accurate
