Maybe he wanted to set up a Gym for newcomers

Giovanni going from a normal guy to a mafia boss and deadbeat daddy was never fully explored. But perhaps it is better that way.

The whole gym thing was supposed to just be a front for him. The dude's the leader of the Poke-Yakuza; he's got much bigger things to be doing than running a gym, which is why the building stays closed for pretty much the entire game despite it being the first gym you encounter. He only goes back to it when you blow up all his plans and he's got nowhere left to hide,
