Because, if so, his canon starter is Blastoise.
Reasoning: Blue appears with a venusaur and his canon champion team. In the original games he picks the starter that is stronger against yours. Red later (fighting with Gold) has the Blastoise as the badass of his team and with most focus.

Controversial take, but I think he should have both Espeon AND Lapras in his team, and remove Blastoise instead. It's kind of a jab at Blastoise fans, but he fits better with Blue and he already has Lapras, that he should keep because it's a gift you get in-game.
Espeon is also great parallel with Blue's Umbreon.
