Are dex writers and whoever chooses moves + stats for certain Pokémon at odds with each other, or is this a joke?

I used to think they were simply unaware of each other's decisions prior to release but recently it seems like many cases are deliberately at odds. Like the game mechanics guys knew about Tinkaton's signature move at the very least, so even if they never saw the thing's design or dex entries they should have realized it was supposed to be a heavy attacker.

Tinkaton is deliberately meant to only be good with its hammer, it’s why they gave it a 160 power base move and a slightly inconvenient drawback instead of like a 100 base power move with no drawback

Also, the dex is mostly referring to a Pokemon's natural abilities, AKA things that don't take up a moveslot.

I always thought that all contradictions between dex entries and stats/movesets/whatever in-game bullshit stem from gameplay/plot segregation. The game would most likely be considerably more imbalanced if Machamps could actually toss mountains or Magcargo was as hot as the sun during gameplay.

Machamp's get strength which is at least throwing a rock, and used to move the boulders for you which is a big deal.

Magcargo gets Lava Plump, that's a pretty damn hot fire move.

granted its not quite literally a whole mountain or fire as hot as the sun, but its something close.

Yeah it's basically a dead turn when you can't use hammer in my experience
You can lower enemy attacking stats, but attacking yourself against anything not fairy weak feels pretty pointless, even just in playthroughs

The signature move is a less-restrictive Hyper Beam, since you can still use the turn on something else.
Tinkaton's stats and movepool are weird, but that seems like the gimmick, giving a low-attack mon a crazy strong move to represent the hammer doing most of the work.
The main notable things missing from Tinkaton's movepool as far as dex entries go would be something like Smack Down.
