Some Pokemon look like they should have pre-evolutions. Skarmory? Tropius? Pinsir, Scyther, Heracross, Miltank and Tauros too. Hell, Duraludon looks like it should have two pre-evolutions.

I think it's more that some of those mons look like adults. Hell, Scyther is a first stage, despite looking like a final evolution.
