But Hassel and Brassius' interactions are definitely meant to be interpreted as romantic in some sense, I haven't talked with one person who thinks they were intended as just friends.
Them being "literally designed as a pair" is a bit of a stretch though, I think people are just drawing connections they want to find, which isn't necessarily a bad thing.
