I never considered the idea of the third legendary having any sort of agency or character, but I really like this theory. If the DLC is also story heavy and features the three partners, it could be themed around the three of them passing on the lessons they learned in the main story.

Also, I'd like to point out that Arven says that Herba Mystica can "prevent aging". Heath might very well be still alive.
