Why is it a fighting move, when rock and Steel have been the chunkiest DEF users, and they have to pray they get a fucking fighting move to use that stat offensively... why?

I wonder why GF made the Unova starters stats distribution so awkward. Emboar defenses are so low that he's not decent as a physical wall and neither as a special wall. Serperior would be a run-of-mill fast defensive Pokémon if it were not because Leaf Storm + Contrary combination. Samurott is the SLOW FRAIL (not that much desu) MIXED ATTACKER of starters.
