Normal Forme needs its stats reworked to actually be balanced instead of just a less optimized version of Attack Forme.
Also, give them all fitting abilities.

Is Deoxys still a Mythical? I've always defined a mythical as event based legendaries, but since you can get him in game now thanks to ORAS, is he still mythical?

Deoxys is from our universe, rapidly mutating from naked genetic material into a pokemon when it comes into contact with Rayquaza.

honestly? not really.
arceus is limited to calm mind boosting, while this hypthetical deo-n would be able to hit +4 in a single turn with simple nasty plot.
would it be good? who knows, but it's certainly better than arceus-psychic.

In the game files they found remnants named PRA_MAI for Plusle & Minun? That would have been funny, but Deoxys would have been a stellar newcomer.
