My fan theory is they wanted her hair to bounce when she moved like some of the other hair styles but they're bad at making games so it just clips and jumps around instead, and small indie studio please understand couldnt be assed to fix it. With the entire game in such a state of disrepair the hair of character in a side quest nobody even did isnt the top priority.

My theory is that she's so interested in the treasures of ruin because her hair tie is actually the secret 5th treasure, and the hair is it's body. Raifort is actually bald and is being controlled by the hair based pokemon.
