what happens is speed tiers stay the exact same. but everything becomes more bulky comparatively.
you can already see level 50 formats cause 100-110% damage moves to go up to 110-120 or so. with everything bulkier, the speed stat's importance for moving first in the only damage exchange most mons partake in, will be diminished. it will be more frequent for bulky offense to survive a hit and 1hk in return, essentially.
problem being this is a stallfag's wet dream so you basically need to nerf recover to 33% and lefties to 5% and just cut regenerator from the game honestly.
also blissey breaches 4 digit HP so you need to update the display.
