But they don't have to be strong forever; despite being a three stage Pidgeot is actually still not particularly good. Starters actively go against this and are probably a big reason for why kids basically never tried to shift around teams.
Overall its sorta odd that despite pushing partner mons; the obvious push for team shifting continued. And even now we still have odd relics; though gamefreak don't even care at this point(SV has fucking Flamigo and your average early bug in the exact same portion of map).
