AFAIK the Japanese versions were altered too. They kept the change in all versions of LGPE. And GSC kept the pervy old man, so it clearly started in gen 4.

Yes, but because of game board rating systems in NA and Europe, they had to remove alter them (Voltorb Flip) or remove them. Every generation after this one removed them, even remakes. Was probably the easiest solution.
