Gameplay-wise it's a powercrept Snorlax, which has always been strong in the official metagames. I can see why Ting-Lu is banned from the current VGC meta as it would push other fatass blobs like Garganacl and Hariyama out of the meta.

He's kinda a funny case in that he's way more obvious about what he is than the other three.
These legendaries ARE the treasure part and the body is just a random Golem made of Earth/Leaves/Fire/Snow, but I do wonder if they went a bit too far with the geometric shapes here on Ting-lu to try to sell him as a earth golem instead of just a moose with funny antlers.

the way it's modeled is way too awkward for it to have much staying power. honestly good concept and I can't say I hate the design; it's just that the proportions and anatomy are so insanely awkward that it falls into that awful niche where it's not bad enough to be memorable but not good enough to be memorable either, and just ends up forgotten

I think its biggest problem is the bowl doesn’t really look like antlers. All the other legendaries’ “items” blend in pretty well as body parts, while this guy just looks like a generic rock monster with a bowl on its head.

Fissure Ting-Lu actually does seem like something that'll be viable once Ting-Lu is allowed in VGC and BSS.
It's tanky enough that it can afford to just sit there and hope one of its Fissures will hit.
